Title(English)   
The purpose and function of international organizations --their influences on economic activities
 
授業の目標   
今日の国際社会において、各種国際機関の行動や決定は各国の民間主体の活動に重大な影響を与えており、その効果は我々の生活にも及んでいる。もっとも、こうした国際機関、特に経済的な問題を所掌する機関の役割や機能の詳細について、一般に十分に知られているとは言い難い。本演習では、複数の国際機関の歴史、機能、役割について検討し、それらの機関が国際社会に与える影響について考察するための力を身に着けることを目標とする(具体的には特定の国際機関の役割や機能について経済学的な基本概念を用いつつ議論ができること)
 
Goals of the course   
International organizations are important actors in the international society; actions or decisions they made have great influences on activities by private entities in some cases. In spite of their actual powers, the details of roles and functions of international organizations dealing with economic matters are not well known. In this course, the purposes, functions and histories of several international organizations are examined to understand their influences on the national and global economies today.
The goal of the course is to acquire the skills to discuss the roles of international organization from the viewpoint of economic activities using basic notions of economics.
 
授業の概要   
授業では、国際金融の分野に大きな影響力を持つ代表的な国際機関を事例として取り上げる。これらの機関が所掌する分野を理解するために必要な事実、概念、歴史等の基本について学ぶ。そのうえで、IMF、OECD、BIS、バーゼル銀行監督委員会について目的、組織、歴史を学ぶ。次の段階では、それぞれの国際機関が関与する実際の事例を用いたケーススタディにより、これらの国際機関が果たす役割について考察する。
 
Overview of the course   
First, essential backgrounds, including facts, notions and histories to understand the activities of influential international organizations in the international finance field are discussed. Then, purposes, functions and histories of these organizations are discussed. In the last stage of the course, the roles of international organizations in the international society are discussed from the economic viewpoints through case studies.

第11回 OECDの役割:ケーススタディ (報告)
第12回 アクティブ・ラーニングII 中央銀行の機能と役割:日本銀行本店見学・レクチャーに参加し、金融規制と日本銀行/日本の金融機関との関係についてのレポートを作成する。参加できない場合は指定する参考文献によりレポートを作成する。

第15回 国際機関と主権国家、我々の生活(ディスカッション)

期末課題 レポート形式とする。授業で取り上げた国際機関を1つ選択し、その国際社会で果たしている役割および各国国民の生活への影響について、レポートを作成する。その際、経済的側面を必ず取り上げること。
 
Plan   
The basics of international economics, international finance, financial crises and financial regulation, which are essential to understand the activities of international organizations such as the International Monetary Fund (IMF), the Organisation for Economic Co-operation and Development (OECD), the Bank for International Settlements (BIS) and the Basel Committee on Banking Supervision are given by Lectures. The purposes, functions, and histories of these organizations are presented by participants. Cases studies are conducted by participants in the last stage of the course.

Active learning tasks include short essay about basics of international economics and participating the in-house tour and the lecture at the bank of Japan.

At the end of the course, an end of term essay which covers the roles of one of the international organizations discussed during the course should be submitted.

 
成績評価の方法・基準   
授業への貢献度:30%(特定のテーマについて参考文献を適切にまとめ、概要を適切に報告できたか。ディスカッションにおいて自らの考えを適切に述べたか、あるいは議論を適切に整理しディスカッションに貢献できたか) 
アクティブ・ラーニングでの課題:20% (10%×2)(基本概念について正しく理解したか、参考文献等の内容を適切にまとめたか) 
期末課題:50%(特定のテーマについて参考文献を適切にまとめ、基本概念を正しく用いて自らの考えを述べることができたか) 
 
Grading system for assessment   
The requirements of the course are:
1) Contributions to classes: 30 percent; summarizing reference literature properly and reporting them accordingly, participating discussions by presenting own ideas properly.
2) Reports submitted as active learning tasks: 10 percent each; understanding essential notions and summarizing reference literature and reference sources properly.
3) End of term essay: 50 percent; summarizing reference literature properly for the chosen topic and presenting own opinions in a persuasive manner.

3回目以降の授業には、事前に授業で配布する資料類を読んでから参加すること。

From the third class, prepare for the next class to read materials provided during the previous class in advance.
 
履修上の注意   
履修者は最低1回は授業時に報告を行うこと。

Each participant is expected to give presentations during the class at least once through the course.
