Essential Studies on Public Policies

多文化、多世代が交差する社会における（公共）政策について、自ら考え、議論するために必要な知識と素養を身につける。より具体的には、①公共政策自体に対する理解（政策がなんのためにどのように形成、実行されるのか）、②公共政策を学び議論するために用いられるタームの理解、③公共政策にまつわる理論や概念、実証について理解する。最終的には、公務員試験に出題されるような論述・討論問題に一定程度対応可能な素養が身に付いていることを実感してもらいたい。

The main purpose of this course is to learn essential terms and concepts of the study of public policy as well as to use these terms and concepts in group discussions (active learnings). This course is arranged for students who are going/willing to work for national/local government and to take examinations for public servants.

授業の前半数回は、講義形式で（公共）政策学に用いられるタームや概念の理解を深める。内容は本欄最下部のとおり。
授業の中盤以降はアクティブ・ラーニングを活用して、得た知識を発言や議論に用いる経験を積んでもらう。
【前半講義の回で扱う内容】公共とはなにか、政策はだれがどのように形成しているのか、政策はだれのためのものか（ガバナンス）、よく耳にする「政策の計画／実行／評価（PDS, PDA）」にどのような意味があるのか、政策が地域や国境をこえるときはどうなるのか、など。

First of all, students have an opportunity to understand the definitions of "puplic" and "policy" in order to understand the scope of this study. The scope will provide students with some clues to understand why this course will cover agenda-setting, plan-do-see, implementation, governance and ownership, multi-stakeholder participation and democracy, collaborations beyond administration borders/levels.
This course also hold discussions and debates (active learnings) so that students can use the terms and concepts in the discussions.

If the numbers of the course students is not more than 20:
Class participation (preparation, Q&As and comments: 20%）; Contributions to team assignments in active learnings (20% each, total 40%); Outcomes of active learnings, such as handouts and team reports（20% each, total 40%）
If the number of students is more than 20, then:
Class participation (preparation, Q&As and comments: 20%）; Contributions to team assignments in active learnings (15% each, total 30%); Outcomes of active learnings, such as handouts and team reports（15% each, total 30%）, final examination （20%）.

講義では必ず翌週に扱うテーマ、ねらい、考えてほしいことを明示するので、教科書には毎回必ず目を通しておくこと。
アクティブ・ラーニング、とりわけ２回目のアクティブ・ラーニングは授業で得た知識を利用して自身で調べる力が必要になる。履修にあたっては、それ相応の準備時間をとられるものと覚悟すること。

Students are required to read the assinged chapters of the textbook in advance, in order to prepare for the next lesson. Students are also required to spend much time in "active learnings" than required in lectures.
|
|
|
１：履修者は上記事前学習にとりくむことが求められる。（政策についての学びは、議論や意見交換に活用できるレベルに消化されていなければ意味がない。そのため、授業時にコメントや意見を求めることが必然的に多くなる。）
２：配布資料や板書は過度にはおこなわず口頭での説明に重点をおく。（知識のつめこみではなく運用を最終目標においているため。また、授業に参加している履修者が評価を得られるようにするため。）配布資料のコピー確保や板書の撮影（投影されるパワーポイントを撮影する学生が多いが、本来こうした行為は慎まれるべきである）だけで満足していたのでは成績が得られないので、注意を要する。
３：アクティブ・ラーニングはいずれもチーム作業が中心となる。発言やグループディスカッションが苦手な人は、苦手なりに向き合う覚悟がいる。
４：授業の構成は20名未満の履修者を想定しているが、20名を超えた場合には各自の学習達成状況を個別に把握するために最終試験をおこなう。

Students are required to read assigned chapters in advance, and prepared to make questions and comments.
Students are also required to commit teamworks, make presentations and contribute to discussions and debates.
Students have to remind that collecting handouts (resume, PPTs) are not enough to complete this class, as this course has some teamworks as well as discussions & debates.
Students have to prepare for the final examination, if the numbers of course students becomes over twenty.
