授業の目標   
現代行政は今日、市民生活に多面的に関与し、私たちは行政との関わりなしに生活をおくることは不可能である。本講義では、市民と行政との関係について、法治主義の観点から行政法総論の理解を深めることを目的とする。冬学期（集中）に開講される「法学B（講義）」（行政法2：行政救済法）と併せて履修されることが望ましい。
 
Goals of the course   
To aim in the class is to understand the contemporary Administrative Law and its role in the legal system of Japan. The class will be focused on the relationship between Japanese Constitution and Administrative Law and study how much these laws influence in our life.
 
授業の概要   
本講義では行政法の解釈学的検討を行う。春学期は、行政組織法（組織法・公務員法・公物法）、行政作用法（行政の様々な活動形式）について学習する。なお冬学期（集中）では、行政救済法（行政不服審査法・行政事件訴訟法・国家賠償法）を中心に扱う予定である。

The students are required to read the textbook before every class.
 
履修上の注意   
行政法は市民生活においても、また公務員職を希望されている人にも最重要の科目といえる。できるだけ平易に解説し、随時レジュメ、及び参考資料を配布して行政法の全体像を理解してもらうように工夫する。テキストのほか、六法を持参することが望ましい。
