本講義の目的は、難民と国内避難民を中心とする強制移動に焦点を当て、この問題のアフリカ、そしてグローバルな重要性を理解することである。講義を通じて、強制移動問題を理解するための学生の知識、スキル、能力を構築する。

The main objective of this course is to introduce students to Forced Migration with specific reference to Refugees and IDPs and enable them comprehend the centrality of this problem to African countries and beyond. The students must be well versed with the concepts, law, theory and practice of forced migration to enable them analyze and understand realities on the ground so as to make vital policy recommendations as well as decisions from a well-informed perspective.
This course is to help build knowledge, skills and competencies of students in understanding a range of issues concerning forced migration.

紛争の影響は世界的にも、アフリカにおいても深刻であり、難民と強制移動は、開発、人道、平和、安全保障における中心課題のひとつである。本講義では、アフリカにおける難民、国内避難民、そして強制移動の今日的課題を紹介し、この問題が開発、平和、紛争、安全保障に与えるインパクトを理解させる。強制移動の原因とインパクト、難民の権利と義務、そして難民問題の永続的な解決のあり方についても解説する。また、難民に関する政策や支援・保護のあり方についても論じる。さらに、国際関係における難民や強制移動研究の方法論も紹介する。 受講を通じて、学生は次の能力を獲得することが期待される。 ・今日の強制移動の複雑な様相を理解する。 ・難民と強制移動に関する諸原則を批判的に検討する。 ・強制移動の解決策について、ディシプリンを越えて批判的に検討する。 ・強制移動と人道対応について、これまでの経験を引きながら説得的な議論を展開する。 ・難民研究に関する方法論を身につける。

With the levels of conflicts globally, in Africa and the Great Lakes & Horn of Africa regions in particular still alarmingly high, the issue of refugees and forced migration will continue to remain central to development, humanitarian, peace, conflict and security challenges at a regional level and the continent. This course has been designed to introduce students to contemporary issues of refugees, IDPs and forced migration in Africa and enable them understand how this problem impacts on development, peace, conflict and security. This course examines the causes and impact of forced migration. It further examines the rights and obligations of refugees. It introduces students to the durable solutions and questions whether these are appropriate in addressing today’s refugee problem. The course also looks at the policies that govern the protection of and assistance to refugees, and the humanitarian responses by international organizations, nation-states, NGOs, and others in an effort to protect them. In addition, it focuses on refugees and international relations. Finally, the course introduces students to research and methodological issues in forced migration.
By the end of this course, students should be able to:
• Appreciate the complexity of contemporary processes of forced migration, from a range of different perspectives;
• Critically analyze key principles related to refugees and forced migration;
• Develop and present persuasive oral and written arguments related to forced migration;
• Critically analyze, from an inter-disciplinary perspective, the role of different actors involved in the resolution of displacement crises;
• Engage in contemporary debates on forced migration and humanitarian responses from an inter-disciplinary perspective, drawing on insights from historical experiences and current cases;
• Think critically and creatively about policies related to refugees and forced migration, identifying their positive and problematic aspects and the intentions underlying them.
• Understand the methodological issues related with researching refugees in Africa. This knowledge however can as well be transferred to other refugee contexts.

授業への出席と指示された課題を行うことは、当然期待される。授業では、講師の講義と学生による討論が行われる。購読文献は、講師が準備する。国際関係やアフリカの状況に関心を持ち、適宜ニュースをフォローすることが求められる。

Students are expected to attend and participate in all classes and assigned work to pass the course. The course will be delivered using presentations by the instructor and seminars by students. Copies of weekly readings will be made available by instructor in class. Students are also required to have interest in international and African affairs and follow the news from various sources.

|
授業は英語で実施する。アクティブラーニングについては、授業のなかで改めて説明する。
