本講義の目的は、アフリカ思想の支柱であるパン・アフリカ主義について総合的に理解することである。

The overriding goal of this course is to comprehend the ways in which, from historical and contemporary perspectives, the Pan-African ideology and movement has been utilized as a roadmap for continental African citizenship. The course highlights the histories, dynamics, processes, contradictions, ambiguities and potentialities of Pan Africanism and African Unity in the epoch of globalization.

グローバリゼーションの進展と国境線の相対化という文脈で、パン・アフリカ主義は21世紀に新たな段階に入った。アフリカ域内自由貿易協定や大学間交流、アフリカ連合のガバナンスに関する取り組みなど、具体的な動きが現れつつある。この授業ではこうした動きを紹介しながら、進展しつつあるパン・アフリカ主義について考える。
本講義を通じて、学生は次のような学びを期待できる。1）パン・アフリカ主義の現実的な定義を学ぶ。2）その歴史的起源と発展を学ぶ。3）アフリカ連合が掲げる”Agenda 2063”の可能性を分析する。4）「アフリカ合州国」構想に関する議論を理解する。5）パン・アフリカ主義のイデオロギーと行動が時代とともにどう変わってきたのかを議論する。

As the spread and power of globalization continues to weaken frontiers of statehood, Pan-Africanism has found a viable niche for renewal in the 21st century, which is manifested through increased intra-African trade, amplified exchanges within Africa’s universities, continent-wide calls for good governance and the ubiquitous and bourgeoning membership of Pan-Africanist groups. Pan Africanism, conceptually, promotes the unification and independence of Africa and African people economically, politically, culturally and socially. Practically it is operated at the level of the African Union which has a Sixth Region for the African Diaspora, through regional bodies like Economic Community of West African States (ECOWAS) and Southern Africa Development Community (SADC), and locally with political parties, organizations and individuals that embrace Pan-Africanism. A compelling need arises therefore to interrogate the genesis, travails and complex relationships between Africa, the development of Pan-African unification and the stretch of processes and institutions across the nation state to globality. Additionally, it becomes pertinent to engage in some prospective thinking i.e. the constructions of possible, probable and desirable African futures.
By the end of this course, students should be able to:
- Provide a working definition of Pan Africanism
- Discuss the historical origins and development of the Pan African movement and ideology
- Analyze the feasibility of the African Union’s Agenda 2063 for African Unity
- Understand the debates about the “United States of Africa” and the “United Africa of States” projects
- Discuss how the Pan-African ideology and action have evolved overtime
