International Standardisation (Rule-Making): a Key to Japan's Future (special course in collaboration with the Ministry of Economy, Trade and Industry and the Business World)
 
授業の目標   
この授業を通じて、「標準化」(国際ルール作り)の定義、その歴史、さらに具体的な産業ごとにどのような課題が存在しているのかを学びます。経済産業省の課長として「標準化」問題の最前線を知る一橋大学の江藤学先生の基礎的な講義のあとで、機械、電機・電子、通信、バイオ、外交など多様な分野の具体的な事例に即して、そのリアリティを知ることができます。こうした知識を持っていることは、これから就職活動を控えている学生、また現にその真っただ中にいる学生にとって、即効性のある有効な武器になるはずです。
 
Goals of the course   
Through this class, students will learn the definition of 'standardisation' (international rule-making), its history and what issues exist in each specific industry. After a basic lecture by Professor Manabu Eto of Hitotsubashi University, who knows the front line of 'standardisation' issues as a section chief of the Ministry of Economy, Trade and Industry, students can learn about the reality of such issues as machinery, electrical and electronics, communications, biotechnology, and diplomacy. Having such knowledge will be an immediate and effective weapon for students who are about to start their job search or are currently engaged in it.
 
授業の概要   
この共同授業は、国が主導する「標準化官民戦略会議」の後押しをうけて、東京外大、東京農工大、電通大からなる西東京三大学連携を基礎に、さらに一橋大学と東京学芸大が協力して実施される日本で初めての画期的な講義です。「標準化」とは、工業規格などの技術の普遍的な基準を確立することであり、技術の普及や発展の前提を整えることを意味します。それはしばしば単なる「規格化」と混同されますが、「標準化」とはそれ自体が国際ルール作りの闘争であり、ダイナミックな交渉や調整のフィールドです。我が国では、この「標準化」への取組みが欧米や中国などに比べて弱かったために、技術開発の面での成功を、国際競争力での優位性に結び付けることに失敗してきたという苦い歴史をもっています。「標準化官民戦略会議」はこうした反省にのっとり、企業経営のトップに「標準化」が技術開発と並行した国際ルール作りの戦場であるという自覚を持たせるとともに、これから国際社会で活躍する若いエリート人材のなかにも、「標準化」についての理解とセンスを涵養しようと試みています。多摩地区の五つの大学はその問題提起に呼応し、経済産業省や産業界の支援を受けつつ、また文理協働の観点から東京外大のような文系の大学も交えて、今回の特別な集中講義を実現することになりました。
 
Overview of the course   
This joint lecture is the first of its kind in Japan, and is based on a collaboration between Tokyo University of Foreign Studies, Tokyo University of Agriculture and Technology and the University of Dentsu, Hitotsubashi University and Tokyo Gakugei University with the support of the government-led Public-Private Strategic Conference on Standardisation. 'Standardisation' refers to the establishment of universal standards for technology, such as industrial standards, and means preparing the preconditions for the diffusion and development of technology. It is often confused with mere 'standardisation', but it is also a struggle for international rule-making, a dynamic field of negotiation and coordination. Japan has a history of failing to link its success in technological development to its international competitiveness because its attempts at standardisation have been behind those of Europe, the US and China. The Public-Private Strategic Conference on Standardisation is attempting to make the top management of companies aware that standardisation is a battlefield for international rule-making in parallel with technological development, and to cultivate an understanding and sense of standardisation among the young elites who will be active in the international community in the future. The five universities in the Tama area have responded to the issues raised, and with the support of the Ministry of Economy, Trade and Industry and the business world, and realised this special intensive lecture series.
